Family Engagement Plan
Each school must write a plan explaining what they are going to do to build the capacity of parents to be involved in their children's education. This tool will be useful in helping you develop your parent involvement plan and activities.
The Dual Capacity-Building Framework for Family-School Partnerships offers guidance to States, districts and schools for providing opportunities to build both staff and family capacity to work as partners to improve student outcomes.
The framework outlines both process and organizational conditions that support implementation of effective family engagement practices. The framework serves as a compass for guiding effective family engagement practices that are systemic, embedded and integrated across an organization; that build relationships between families and school staff; that are linked to student learning; and that create collaborative partnerships to support positive student outcomes.

Parent Engagement Resources
Title I funds support the Office of Family and Community Engagement in coordinating district-wide events and programs that support parental and community involvement across Title I schools. District family involvement staff provide professional development and support to schools in their efforts to engage families.Many resources can be found at the Office of Family and Community Engagement website.

School Board Policy - Family Involvement
The Board believes that the involvement of families in their children's education every year, pre-K-12, has a positive impact on the students' success in school. Research indicates that planned, comprehensive family involvement can contribute to the achievement of key school goals. The Board also believes children are more likely to be successful when parents or families and school staff work as a team to support each student.
Policy
Each school site and program is responsible for collaborating with its community of families to develop and implement a written Family-School Partnership Agreement that includes school guidelines and strategies to support the following:A. Implementing a research-based, comprehensive approach to parent
involvement that includes the following elements:- Parenting
- Communicating
- Volunteering
- Learning at Home
- Decision Making
- Collaborating with the Community
B. Sharing responsibility for high expectations and student performance.
C. Building the involvement capacity of school or program staff and families.
D. Increasing access and engagement of all families with children.
Institution-wide support from the Board, district administration, program leaders, school principals and staff will insure integration of family-school involvement throughout district activities, including development and evaluation of district and school improvement plans. Parent participation in an annual evaluation of local School Continuous Improvement Plans (SCIPs) and the effectiveness of the research-based standards will provide recommendations to revise and improve policy and procedures as needed. Procedures for the annual review will follow federal Title I guidelines.

Title I Annual Meeting & Parent Notifications
Each school served under Title I must convene an annual meeting, at a time convenient for parents to inform them of their school’s participation in Title I programs. Schools must explain the Title I, Part A requirements and the right of parents to be involved in those programs.In order to keep parents informed, schools must invite to this meeting all parents of children participating in Title I programs and encourage them to attend. Schools must offer a flexible number of additional parental involvement meetings, such as in the morning or evening so that as many parents as possible are able to attend. [Section 1118(c)(1) and (2), ESEA.]Each school year, Title I schools must notify parents of their rights under the law.
