LATINO CONSENT DECREE (LCD) PROGRAM OVERVIEW

INFORMACIÓN GENERAL DEL PROGRAMA DEL DECRETO LATINO (LCD)

PURPOSE

The Latino Consent Decree (LCD) is a legally binding court order (consent decree) which the Saint Paul Public Schools entered into as part of the settlement of the federal court case of Garcia et al vs. Independent School District 625. The final stipulation is range of responsibilities which the Saint Paul Public Schools have agreed to, regarding the education of Latino students who have limited English proficiency.

PROPÓSITO

El Decreto Latino (LCD) es una orden legal (decreto de consentimiento) la cual las Escuelas Públicas de Saint Paul tomaron como parte del arreglo del caso federal de García et al en contra del Distrito Escolar Independiente 625. La estipulación establece las responsabilidades las cuales las Escuelas Públicas de Saint Paul han acordado, con respecto a la educación de estudiantes latinos que tienen competencia limitada en inglés.

FUNCTION

The purpose of the Latino Consent Decree Program shall be to provide for the systematic development of basic cognitive, affective, and psychomotor skills and to bring such Latino students enrolled in the St Paul Public Schools to the educational performance level that is expected by the District of non-limited English-speaking students whose primary language is English, and to enable them to perform successfully to the extent of their ability in classes in which instruction is given only in English.

FUNCIÓN

El propósito del Programa del Decreto Latino es proveer  para el desarrollo sistemático de habilidades cognitivas, afectivas y psicomotoras básicas y para traer a los estudiantes latinos matriculados en las Escuelas Públicas de Saint Paul al nivel de desempeño educacional que es esperado por el distrito para estudiantes no limitados de habla inglesa los cuales su lengua maternal es el inglés, y que les permita desempeñarse con éxito en la medida de su capacidad en las clases en las que la instrucción se imparte sólo en inglés.
